Safe Harbor

The Link’s Safe Harbor Programs are in partnership with the state of Minnesota Safe Harbor/No Wrong Door Response. All are grounded in the best practices for working with sexually exploited youth, including trauma informed care, harm reduction, positive youth development, victim-survivor-leader model and culturally inclusive services.


The Passageways Emergency Shelter and Housing Program provides shelter beds for youth ages 13 to 17 and housing for youth ages 16 to 24 who have been victims of sex trafficking.

West Metro Regional Navigator

The West Metro Regional Navigator takes crisis calls and referrals of youth under the age of 24 who are victims of sex trafficking.

Mental Health & Family Reunification Program

The Safe Harbor Mental Health & Family Reunification Program is a supportive service that offers individual and group mental health services for sexually exploited youth and their families or chosen caregivers.

Aftercare and Outreach

The Aftercare and Outreach Program is designed to help youth as they transition out of our Passageways Emergency Shelter and Housing Program to ensure that youth are supported after leaving our program.
