About Diversion

The Diversion Program supports youth ages 10–18 who are referred by the Hennepin County Attorney’s Office after a low-level offense. Once referred to The Link, our case managers work to connect with youth and families through text, calls, email, and home visits. By meeting youth where they are – home, schools, community centers – we reduce barriers to program participation and begin fostering trusted relationships.

Using a restorative, strengths-based approach, case managers complete an intake and assessment to understand each young person’s goals, needs, and the underlying challenges that may have contributed to system involvement. Together with youth and caregivers, we develop an individualized diversion agreements that may include restorative justice practices, school engagement, and referrals to mental health or chemical health services.

The Diversion Program collaborates with schools, community partners, and social service providers to ensure youth receive comprehensive support. Throughout the program, case managers provide regular check-ins and ongoing encouragement to help youth achieve the goals outlined in their agreements.

Upon successful completion, the charge is cleared from the youth’s record—reducing future barriers and supporting their path toward stability and opportunity.

Referral Process

Referrals for this program are received exclusively through the Hennepin County Attorney Office Youth Prosecution Division.
